Tan Hoa village, Vinh Hoang commune, Quang Tri province, launched a direct financing mechanism for community-led coastal biodiversity conservation
Quang Tri, 12 March 2026 – WWF-Viet Nam, in collaboration with the People’s Committee of Vinh Hoang commune, organised the signing of a direct financing agreement with Tan Hoa village to promote community-led conservation and the sustainable management of coastal fisheries resources.
The event in Tan Hoa marked the launch of the Direct Financing mechanism for local communities under the project “Mobilising Community Participation in the Implementation of the Global Biodiversity Framework and the National Biodiversity Strategy and Action Plan in Quang Tri province, Hue City, and Da Nang City” within the People Powering Biodiversity Initiative of WWF.
Promoting community participation in natural resource conservation and sustainable livelihoods
Through the direct financing mechanism, project funds are transferred directly to the Village Development Board – the community’s representative body – allowing the community to actively carry out conservation efforts and livelihood initiatives related to the protection of natural resources.
This approach seeks to strengthen local communities' capacity to manage and protect forest, coastal, and wetland ecosystems; connect biodiversity conservation with sustainable livelihood development; and improve the role of local communities as active partners in natural resource governance.
Simultaneously, the mechanism also provides opportunities for women, youth, and other vulnerable groups within the community to engage more actively in decision-making processes and in implementing local conservation activities.
Tan Hoa village pioneers the implementation of the model
As part of the activity, residents of Tan Hoa Village, along with local authorities and WWF-Viet Nam, discussed the current status of nearshore fisheries resources and identified important habitats needing protection.
Nearshore rocky reefs such as Ran Long, Ran Lu, and Ran Mui Dong have been identified by the community as vital habitats supporting a diverse range of fish, shrimp, squid, and other marine species, thereby sustaining local livelihoods.
Following discussions during the meeting, the People’s Committee of Vinh Hoang commune and the Tan Hoa community agreed to gradually establish a co-management model for safeguarding local fisheries resources, laying the groundwork for extending this approach to other coastal villages soon.
In March 2026, WWF-Viet Nam plans to sign agreements with nine Village Development Boards in Quang Tri Province and Hue City, covering five forest communities and four coastal communities. The aim is to empower local communities to directly participate in managing and protecting forest, coastal, and wetland ecosystems; promote community-led conservation models; and contribute towards the recognition of community-based Other Effective Area-based Conservation Measures (OECMs).
